Arizona's attorney general is not a neutral utility that lights up whenever a statute is touched. It is an elected executive office with a budget, a staff, and a priority stack. That is why AG races matter beyond the bar exam score of the candidate.
The office advises state agencies, defends the state in court, enforces consumer and other civil laws, and in defined circumstances plays in criminal and multi-state actions. Not every wrong in Arizona is the AG's case file. County attorneys still own much of local criminal prosecution.
Discretion is the hidden power. With limited attorneys, an AG chooses where to investigate, when to sue, which consent decrees to seek, and which national coalitions to join. Those choices can emphasize consumer fraud, opioid litigation, election-related theories, environmental claims, or challenges to federal policy. The press release is the advertisement. The staffing chart is the truth.

Independence from the governor is a feature. It can check executive agencies. It can also create dueling state legal strategies when the governor and AG disagree. Voters should expect friction in divided government and ask whether the friction is principled or theatrical.
Multi-state lawsuits are a special case. They can multiply leverage against corporations or federal agencies. They can also turn the AG into a national political actor funded by Arizona salaries. Both effects should be acknowledged.
Accountability tools are imperfect but real: elections, legislative oversight of budgets, court losses that waste public money, and public records around outside counsel. "Trust us" is not a standard for a law office with statewide power.
When you evaluate an attorney general, ignore the vibe of toughness. Ask which statutes they emphasize, which cases they declined, what they spent on outside counsel, and whether their win rate reflects lawyering or press strategy. The docket is the record.
